Some changes to the Singapore petition

I have made a few changes to this petition, hopefully making it easier to read.

I noticed the new PM of neighbouring Malaysia said '“No Malaysian should be left to feel that they are ignored in any way, none should be marginalised under my administration.” I hope that both Malaysia and Singapore will follow Thailand's example and decriminalize ACI.
